At Xinqing Port, the cargo backlog increased sharply to nearly 4,000 containers, nearly 700 containers at Shima Port, and about 500 containers at Friendship International Port. This is the worst cargo backlog in history at the border crossings in Lang Son Province.

More than 4,000 agricultural products transport vehicles from southern provinces at Xinqing Port, mainly jackfruit, mango, dragon fruit, watermelon and other fruits, are crowded in Bao Nguyen cargo yard and a non-tariff yard 5 kilometers away from the port.

Deng Fuyuan, secretary-general of the Vietnam Fruit and Vegetable Association, said that due to the approaching Christmas and New Year, Vietnamese agricultural exporters want to ship products before the end of the year, and the strengthening of border control measures for epidemic prevention and control has caused congestion in customs clearance at China-Vietnam land border ports.

Deng Fuyuan said that 80% of Vietnam's fruit and vegetable exports go by sea, and the annual fruit and vegetable export value is around US$3 billion to US$3.5 billion. In the first 11 months of this year, fruit and vegetable exports exceeded US$2.1 billion. China is Vietnam’s main fruit and vegetable export market. Vietnam’s fruit and vegetable exports to China have reached US$1.8 billion in the first 11 months of this year, accounting for about 55% of Vietnam’s fruit and vegetable exports.

Because of China’s zero-cleared new crown epidemic prevention policy, the crew quarantine regulations are extremely strict, and crew members need to be quarantined for 6-7 weeks after a business trip. Therefore, the operators of port feeder ships in South China have decided to suspend service for at least 6 weeks during the 2022 Lunar New Year holiday. . Then, almost all the fruits exported by sea were diverted to land ports. This makes the already congested land ports even more congested.

Hundreds of export container trucks lined up on National Road 1A and drove to the cargo transshipment field at the Friendship Border Port in Gaolu County, Baoyuan and Chungang parking lots. The non-tariff zone at the Xinqing border port is in a state of no parking spaces. At this port, there are more than 4,000 trucks, mainly agricultural products from Guangyi, Binh Thuan, Qianjiang, Dalak, Qianjiang and Pingding provinces.

It is reported that the Xinqing Port and Chima Port were temporarily closed due to the epidemic. Although the Vietnamese customs department has notified companies and cargo owners to actively move the goods to other ports for formalities to avoid damage to the goods, they should not continue to ship the goods to Chima Port. However, there are still some merchants transporting goods to ports to wait for customs clearance. This makes the port cargo backlog has reached more than 700 containers. A representative of the Customs Branch of Friendship Port said that among the three land border ports in Lang Son Province, only Friendship Port can pass customs normally. However, due to the strengthening of epidemic prevention and control, the amount of goods cleared every day is also very limited.

As in the above situation, the Mong Cai Port in Quang Ninh Province is also packed with more than 1,000 container trucks waiting for export. The representative of the Mong Cai Customs Branch of Quang Ninh Province said that most of the more than 1,000 trucks are agricultural products, including more than 300 Vietnamese fruits, about 100 Thai fruits and more than 700 frozen seafood products. There is a large backlog of containers, and trucks from the southern provinces and some neighboring areas such as Beijiang, Lang Son and Lao Cai continue to flood into the city, making traffic jams longer. The actual capacity of Mong Cai International Port can only meet about 400 containers per day.

According to the current customs clearance situation, more than 5,000 trucks are stuck and it takes 10-12 days to clear customs, most of which are fresh agricultural products that are difficult to preserve.
